Why Cosmetics Matter in Everyday Life

The average European consumer uses more than 7 different cosmetics daily;
Around 13 products per week are used;

Ensuring the Safety of Cosmetics in the European Union
The European Union (EU) is a global leader in the cosmetic industry. To protect consumers and support a competitive market, the EU introduced Regulation (EC) No 1223/2009, known as the Cosmetic Products Regulation (CPR).
This regulation sets out clear rules to ensure:
Product safety and compliance;
Controlled manufacturing and composition;
Proper labelling and packaging;
Mandatory product notification before being placed on the market.
Only products that comply with the CPR can circulate freely across the EU, strengthening consumer confidence and brand credibility.
What Is a Responsible Person and Why Is It Mandatory?
Under the CPR, every cosmetic product placed on the EU market must be associated with a Responsible Person (RP) — a legal or natural person established in the EU.
Key Responsibilities of the Responsible Person:
Ensure legal and technical compliance;
Maintain the Product Information File (PIF) and safety assessments;
Complete the CPNP notification;
Serve as the contact point for national authorities (e.g., Infarmed in Portugal);
Ensure the label matches the information submitted.
Who Can Be the Responsible Person?
An EU-based manufacturer;
An importer of non-EU products;
A legally appointed mandated representative established in the EU.
Note: The Responsible Person’s name and address must appear on the product label and match the CPNP notification details.
